ECO4 Scheme Eligibility – Who Qualifies for ECO4?
The ECO4 scheme is a new initiative from the government, aiming to support the least energy-efficient homes in the country, with a focus on low-income and vulnerable households. The scheme will see the government working with energy companies, local authorities, and housing associations and companies to make sure they are doing their part to achieve an overall better energy efficiency rate.
How Do I Qualify For ECO4?
1. Receipt of Tested Means Benefit
To qualify, someone living at the address where work will be carried out needs to meet the ECO criteria as set by Ofgem.
For ECO4, this means being on one of the below benefits:
1) Income based Jobseekers Allowance (JSA)
2) Income related Employment and Support Allowance (ESA)
3) Income Support (IS)
4) Pension Credit Guarantee Credit (PCGC)
5) Working Tax Credit (WTC)
6) Child Tax Credit (CTC)
7) Universal Credit (UC)
8) Housing Benefit
9) Pension Credit Savings Credit (PCSC)
10) Child Benefit*
*Child benefit has some specific income requirements that also apply in order to qualify for funding, this is found in the table below.

In addition, those that receive the Warm Home Discount scheme can also qualify for ECO4 funding.
2. Total Household Income Under £ 31,000
If nobody in the household meets any of the above criteria there may still be a way to qualify known as “Flex”, this allows the local authority in your area to nominate properties and make them eligible for ECO funding.

3. Medical Condition
Are you or anyone in your household suffering from a NHS diagnosed medical condition or a long term illness?
You could be eligible for ECO Funding Heating Upgrades through the ECO4 LA Flex Scheme via the medical condition route if:
A person in your household has a severe or long-term health condition that is adversely affected by living in a cold home, and is due to one of the following:
- A cardiovascular condition,
- A respiratory disease,
- Limited mobility
- Immunosuppression
- These include medical conditions like arthritis, asthma, COPD, Diabetes, angina and other similar heart conditions, etc.
